Create an NPC and give it a stat block
NPCs carry motive and voice; a linked creature carries the numbers.

Most NPCs never need statistics. Write the person first; attach numbers only when they might be rolled against.
Write the person#
- Open NPCs and create a new one.
- Give it a name and a sentence of who they are.
- Add what you will actually use at the table: what they want, how they speak, what they are hiding.
- Link them to a place and a faction by typing @ — this is what makes them findable later.
Attach a stat block#
- Find or create a creature that matches what they would be in a fight.
- Link the creature from the NPC.
- If this NPC is meaningfully tougher or weaker, make a variant of the creature rather than editing the original.
